The starter relay is part of the starter system and is responsible for running the starter motor. It basically connects the battery and the starter motor with each other. When the ignition key is turned and the startbutton pressed, voltage is released from the ignition switch and the starter relay is activated, but there is not enough yet to move the starter motor. Therefore, the starter relay sends power from the battery to the starter motor, eventually activating the engine.
